He has appraised all major commercial, industrial, and residential property types for use in eminent domain and litigation support appraisals. Special studies have addressed leasehold/leased fee allocation, historic properties, value diminution, and possessory interests. Major right-of-way assignments have been used for acquisition purposes in street widening, grade separation, and utility system upgrades, and have included the analysis of full fee takings, partial takings in fee, and permanent and temporary easement acquisitions. Mr. Kellogg holds a Bachelor of Arts degree in American Studies from the University of Wyoming and a Masters of Business Administration from the University of California, Los Angeles, with emphasis on Real Estate Finance. Mr. Kellogg is a qualified expert witness and has testified in Superior Court. He has also completed many multi-parcel redevelopment and right-of-way valuation projects for a variety of public agency clients.
